CHED Medical Scholarship and Return Service (MSRS) — Doktor Para sa Bayan

The Medical Scholarship and Return Service (MSRS) Program, established under RA 11509 (Doktor Para sa Bayan Act) and administered by CHED, provides full financial support for Doctor of Medicine students at 26 partner SUCs nationwide. Benefits include tuition (up to ₱100,000/sem at private HEIs), ₱30,000/sem living subsidy, ₱30,000/sem lodging allowance, ₱13,000/sem book allowance, ₱3,500/sem clothing, ₱6,000/sem miscellaneous + connectivity, ₱6,000/sem transportation, PhilHealth + GSIS insurance. Internship year: ₱66,000/sem. One-time ₱16,000 board exam review + fees. Requires one year of return service in DOH/government hospital per year of scholarship.
